LIFT competition is to open

Nov. 3rd, at 9,00 Supply Department of Armed Forces of MoD closed acceptance of offers to technical negotiate conditions of Polish competition for supply of Integrated System for Pilot Training (LIFT level - Lead In Fighter Training).

</span>MoD takes into account following a/c types:

Contenders have also to supply 16 advanced trainers (with advanced ability of combat sorties in idea they should replace Su 22 if and when they will end their life-cycle). Air Forces expect to obtain an aircraft with possibly large combat ability and possibly close to F-16.

5 offers have been introductory received:

- Korean Aerospace Industries - system based on T-50P Golden Eagle. This has to be purposefully configured for Polish needs variant of Korean supersonic advanced trainer based on FA-50 combat version (introduction in KAF planned for 2013 ) rather than T-50. FA-50 has radar, self defence systems, link 16 and armament carrying capability.

- Alenia Aermacchi M346 Master (ordered by Italian AF for Nov. 2010 and by Singapore - 12 a/c destined for Cazaux center in France, also selected but still to be confirmed by UAE).

- BAE Systems Hawk T2 - third generation of classical trainer currently being introduced to RAF for training to Eurofighter Typhoon and in perspective to F - 35.

- Patria - long ago offered, used and slightly modified BAe Hawk T 51/T 51A/66.- Aero Vodochody - a system built around L- 159T1.

MoD planned to make choice up to the end of 2010 but in reality, offers will be made in the end 2010/start 2011, as each offer requires the vadium payment of 20 million PLN (about 6,5 million $). The competition itself will begin after technical requirements have been defined. Talks will start about 14.11.2010. There is planned about a week of discussions with each of the contenders.The definite competition documents will probably not be ready before Christmas 2010. Finally, the competitor chosen will need at least 2-3 weeks for outlining of details and placing of finals offer that (according to MoD) have to be valid for 150 - not 90 - days.

In reality one can expect the best choice made about Feb/March 2011 and signing of contract about May/June 2011.

L-159T1 (Aero Vodochody)

According to prescribed conditions the cost of buying and service life will take 70% points, offset 10% points, premium parameters 20% points. Possibility of Polonisation will also be at premium. The final cost - if there will be more than one competitor - will be defined in electronic auction.

The pack offered has to contain also complete training system, mission planning, and post mission debriefing, Full Mission Simulator and logistics pack.

Currently MoD expects that a/c offered will have active steering, onboard simuation ability for combat missions (compatible with F-16).The aircraft itself has to be an advanced trainer for highly manoeuvrable a/c - especially F16 Block 52+, and for combat missions.

It should have advanced impulse-Doppler radar (the best AESA!) style of 100 km range, detecting, reconnoitering and designing targets under any conditions night and day. It should be able to find and define coordinates of air targets, cruise missiles including, ground and sea targets. It has to be loaded with electronics (avionics, self defence systems) and additionally to be capable of to be stored in open area by 1 month at least.

</span>Hawk T2/AJT (BAE Systems)

MoD would like to buy supersonic plane with in flight refuelling (though none aircraft can offer training in refuelling with tube-winglets system like USAF ). It should carry an armament of 2000 kg weight, (AIM 9 X, AGM 65G2, TAGM65, Mk 81-83 bombs, Paveway III and GPS directed JDAM). Onboard equipment must contain standard NATO liaison net terminal MIDS-LTV link 16 including. Aircraft must also be equipped with advanced self defence systems.

Systems, listed above, exclude participation of Russia or China.

The life cycle of aircraft should be planned for 250 hr/year - one flight daily - up to 8000 hours total.

Air Forces would like to buy aircraft dedicated to train in:

- Flying technique/navigation flights both VFR and IFR, day and night.

- Formation flying including use of NVG.- Combat training.- Additionally also- Fighting low altitude, slow flying targets.

- Direct ground support sorties.

- Air to sea, support sorties.

- Air reconassance as an option.

The competition winner has also to train 12 pilots (6 instructors including) and at least 50 of ground personnel.

First 2 a/c should reach Dęblin at Dec. 5th 2013, the last ones at Dec.15 2015. All planes should be ferried to 41 Air Training Base, 4th Air Training Wing in Dęblin.

MoD has reserved for the beginning about 440 million USD up to 2018. According to Bureau of Arms Markets analysis, this covers 55-80 % of total expenditure (without armament and service spendings) though - according to experiences with other programs - some additional money may be planned elsewhere in 2009-2028 plan. According to data currently available, the unit cost for a/c offered is about 18-24 million$ per aircraft.
