Next trainer after TS 11 ISKRA - about the end of 2013?

The Supply Department of MoD announced at Sept.2nd the competition for Integrated System of Flying Training (level LIFT -Lead in Fighter trainig) Integrated System of Flying Training as the key element will have 16 advanced trainer fighters with advanced ability of combat aircraft. Additionally the offer should comprise complete traing system with mission planning,and debriefing scheme plus Full Mission Simulator and logistics.

The end of service life of TS 11 ISKRA trainer has been planned for the  end of 2012 but currently it is contemplated to keep Iskra in service of  one squadron of 16 aircraft ( partly modernised -ejection  seats,engines) to train the flyinf personnel for partly modernised MiG  29 and,perhaps, about 20 Su 22M4 / Photo: M.Adamski

The winner in competition has to supply full training for 16 pilots ( including 6 instructors) plus above 50 ground personnel. Full pack of offer should be supplied to 41 Trainig Base 4th Training Wing in DEBLIN. First two aircraft should reach Dęblin up to Dec.5th 2013,all complect has to be supplied up to Dec.15th,2015.

At Oct.4th contestants ( after paying 20 million PLN vadium ) have to send to MoD Letters of Intent containing technical details ,that will confirm their intent of taking part in competition,plus all documents and declarations.After analyzing situation ,the MoD will accept chosen contastants and invite them to technical discussion and possibly to put a definite offer (LoO).The choice of subcontractors has to be made via European Defence Agency according to Best Supply Practice Code ( in areas that before the announcing of competition subcontractors were not chosen previously.

It has been accepted that in the rating of the offer there will be: the costs of buy and service life will make 70p.c. part,offset equivalent value - 10 p.c. special premium parameters - 20 p.c. The cost itself ( if there will be more than one competitor ) will be fixed by electronic auction.

In comparison with initial requirements ( I R E ) prepared by Analytic Bureau of MoD and confirmed by Col.Gen.A.Blasik (march 18th,2010) and later accepted by Minister of Defence Bogdan Klich,(Apr.22nd 2010) there are small differences but most of them is controversial and lifting costs ( as they stress the combat ability side of the contract). The A/C has to have active steering ( this can mean,depending on interpretation excluding of British Hawk) with very wide ability of on board simulation of combat systems use and strictly correlated to F-16 as the A/C is destined for advanced training of flying personnel for modern,agile aircraft,with stressing of preparing pilots to fly F-16 Block 52+,and additionally to fulfill combat missions.

The A/C should bear advanced impulse-Doppler radar with multifunctional ability ( optimally in AESA technology) with range of 100 km,assuring finding,locating and sighting to the target under any atmospheric conditions ,day and night, permitting location ,finding of coordinates and following of any object ( cruise missiles including ) in the air on the ground and on the water.

It is to have a lot of electronics( avionics,self-defence systems) and it should be able to stay safely in the open minimun 1 month continuously. The carrying of recce containers ( Goodrich DB-110 as in F-16) has been deleted but ability of carrying of towed traps (Raytheon AN/ALE 50 ) is at premium.By the way,such traps have never been exported,they are used by USAF only.They were offered to Poland,but current status of the order is uncertain. The aircraft should have active lifetime of 8000 hrs and life-cycle planned is 250 hrs yearly,one flight daily at average. As we have already written in June this year the joining of rerquests for LIFT adavanced trainer and of combat aircraft dedicated to serve in OCU,causes big difficulties in arranging of satisfactory offer in satisfactory price. Especially with so wide area of requests.

MoD initially reserved for this procedure the sum of 1,45 billion PLN ( about 440 million $) up to 2018,and this - according to expectations - should cover about 55 - 80 per cent of expenses spent for buy ( without armament and service costs ) - from experience with other contracts it seems,these latter costs will be placed in other areas of 2009 - 2018 program.

Most probably the choice in the contest will be made between:

  • KAI-T 50 Golden Eagle -this is most close to Air Forces idea of supersonic trainer with wide combat ability.It is built in cooperation with Lockheed -Martin,and described as most closely matched to F-16
  • AerMacchi M 346 MASTER -ordered already by Italy,chosen by UAE and Singapore
  • BAE Systems Hawk AJT ( equivalent to Hawk T 2 in RAF service ).
